Several users can hold the same role. A new task goes to the whole role queue; the first eligible user to claim it works on it. The PO who issues the invoice to the VOC keeps the invoice cycle: when the VOC submits it back, it returns to that same PO. The Administrator sees only the task, step and holder (no amounts or invoice content) and can reassign it, for example when someone is away. The SPO and the Manager can also reassign from their own tracker.
Default PO for each VOC
New invoice cycles for a VOC go to the PO named here, and stay with that PO from schedule to verification. With one PO, set all VOCs to the same person.
